(1) If an application under section 16 is received, the controller shall consider whether the applicant has the qualifications and financial and material resources, manpower and other facilities as specified and also considering the documents and details submitted by the applicant and whether or not to grant the license to the applicant. Decision should be made within a month and the notification should be given to him.
(2) When making a decision regarding the granting of a license in accordance with sub-section (1), the controller may inspect the facilities, financial and physical resources of the applicant.
(3) If the controller decides to grant a license to the applicant in accordance with sub-section (1), the license shall be granted to the applicant in the prescribed format, including the period of renewal of the license and the conditions to be followed by the applicant.
(4) Other procedures related to granting the license shall be as prescribed.
